Boub, it could in an absolute extreme situation… Like a time of war… In any other situation – if there is no individual’s right – there is no, really, any "public safety"… Because there is no "public"… Just almighty GOVERNMENT and a herd of nobodies and nothings – servants of that government. Got it?
